The implementation rate of Annual Development Programme (ADP) dropped to just 3.89 per cent in the first three months (July-September) of the current 2026-27 Fiscal Year. This is the lowest first-quarter progress in the history of ADP implementation.

Out of a total ADP allocation of Tk3,08,924.86 crore, only Tk12,017.54 crore was spent during the three months. The Bridges Division, the Ministry of Chittagong Hill Tracts Affairs and the Ministry of Foreign Affairs could not spend any funds during this period.

These findings were revealed in an updated report published by Implementation Monitoring and Evaluation Division (IMED) of the Ministry of Planning on Sunday.

Following the political change and the fall of the government in 2024, administrative instability and subsequent project reviews under the interim government slowed ADP implementation for two consecutive fiscal years. This slow pace further deteriorated in the first quarter of the current fiscal year.

The IMED report identified the Bridges Division, the Ministry of Chittagong Hill Tracts Affairs and the Ministry of Foreign Affairs as the lowest performers, having spent nothing against their allocations. The Ministry of Disaster Management and Relief spent only 0.63 per cent of its allocation, while the Ministry of Civil Aviation and Tourism spent 0.70 per cent.

Conversely, the Local Government Division, Power Division, Road Transport and Highways Division, Health Services Division, and the Ministry of Primary and Mass Education were the top performers. The Local Government Division achieved the highest implementation rate at 12.42 per cent.
