Implementation of the Annual Development Programme (ADP) reached just 30.31 per cent in the first eight months of fiscal year 2025-26, underscoring slow project execution despite two-thirds of the year having elapsed.
The Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning reported the data, showing a marginal improvement from 29.87 per cent in the same period of the previous fiscal year.
In February alone, spending on development projects rose to Tk12,771.23 crore, accounting for 6.11 per cent of the total ADP, compared with Tk7,676.33 crore, or 3.39 per cent, a year earlier.
During July to February, total expenditure stood at Tk63,327.53 crore across 1,333 projects.
Of the total, Tk34,219 crore came from government funds, Tk24,915 crore from foreign loans and grants, and Tk4,198 crore from agencies’ own resources.
Several ministries and divisions lagged sharply, failing to spend even 15 per cent of their allocations.
The Public Security Division recorded the lowest execution at 3.79 per cent, followed by the Internal Resources Division at 7.51 per cent, the Ministry of Commerce at 8.86 per cent, and the Financial Institutions Division at 9.65 per cent.
Other low-performing entities included the Election Commission Secretariat at 10.94 per cent, Ministry of Environment, Forest and Climate Change at 12.74 per cent, Health Education and Family Welfare Division at 12.67 per cent, Anti-Corruption Commission at 12.87 per cent, and the Planning Division at 14.22 per cent.
In contrast, the Ministry of Science and Technology led with 70.74 per cent implementation.
The Cabinet Division followed with 64.21 per cent, Ministry of Food with 62.13 per cent, Bangladesh Public Service Commission Secretariat with 59.32 per cent, and the Ministry of Foreign Affairs with 56.05 per cent.
In allocation terms, the Local Government Division received the largest share at 18.05 per cent of the total ADP.
Other major allocations went to the Road Transport and Highways Division at 9.55 per cent, Power Division at 8.81 per cent, Ministry of Science and Technology at 5.76 per cent, and Ministry of Water Resources at 5.04 per cent.
