The National Parliament on Friday passed 24 bills, including the “Welfare and Rehabilitation of Families of Martyrs and July Fighters of the July Uprising Bill, 2026,” to transform ordinances issued by the interim government into formal laws.
Speaker Hafiz Uddin Ahmed, who presided over the session, announced that a total of 91 bills have been passed so far in the current session, including the 24 passed on Friday.
Ten of these bills were passed during the morning session. It was the 13th day of the first session of the 13th National Parliament.
As there were no clause-by-clause amendment proposals for the bills raised in the morning, no discussion took place, and they were passed unanimously after the respective ministers introduced them.
Regarding the 133 ordinances issued during the interim period, a special parliamentary committee recommended passing 98 without changes and 15 with amendments. Of the remaining 20, the committee suggested cancelling four and reintroducing 16 as strengthened new bills.
Among the legislation passed, Housing and Public Works Minister Zakaria Taher introduced the “Narayanganj Development Authority Bill, 2026,” “Barishal Development Authority Bill, 2026,” “Mymensingh Development Authority Bill, 2026,” “Cumilla Development Authority Bill, 2026,” and the “Rangpur Development Authority Bill, 2026”.
Cultural Affairs Minister Nitai Roy Chowdhury moved the “Bangladesh Shilpakala Academy (Amendment) Bill, 2026.”
Environment, Forest and Climate Change Minister Abdul Awal Mintoo moved the “Bangladesh Forest Industry Development Corporation Bill, 2026” and the “Wildlife Conservation and Security Bill, 2026”.
Finance Minister Amir Khusru Mahmud Chowdhury moved the “Deposit Protection Bill, 2026,” “Excises and Salt Bill, 2026,” “Value Added Tax and Supplementary Duty (Amendment) Bill, 2026,” “Grameen Bank (Amendment) Bill, 2026,” “Bangladesh Bank (Amendment) Bill, 2026,” and the “Finance 2025-2026 Fiscal Year Bill, 2026.”
Education Minister ANM Ehsanul Haque Milon introduced the “Dhaka Central University Bill, 2026” and the “Certain University Laws (Amendment) Bill, 2026”. Posts and Telecommunications Minister Fakir Mahbub Anam presented the “National Data Management Bill, 2026” and the “Cyber Security Bill, 2026.”
Minister for Women and Children Affairs AZM Zahid Hossain moved the “Prevention of Oppression Against Women and Children (Amendment) Bill, 2026.”
Liberation War Affairs Minister Ahmed Azam Khan moved the “July Martyrs’ Families and July Warriors’ Welfare and Rehabilitation Bill, 2026.” Additionally, Home Minister Salahuddin Ahmed moved the “Maheshkhali Integrated Development Authority Bill, 2026” on behalf of Prime Minister Tarique Rahman.
The session witnessed a walkout by the opposition. When the Finance Minister moved the “Bank Resolution Bill, 2026,” Saiful Islam Milon (Dhaka-12), a member of the opposition (Jamaat-e-Islami), opposed it and proposed seeking public opinion.
The proposal was rejected by voice vote, and the bill was passed.
Furthermore, when Cultural Affairs Minister Nitai Roy Chowdhury proposed the “July Mass Uprising Memorial Museum Bill, 2026,” treasury bench member Anisur Rahman (Madaripur-3) proposed three amendments, which the Speaker accepted.
The bill was passed in amended form; however, the opposition alliance objected to the accepted amendments, leading to a debate and a subsequent walkout by the opposition party.
Finally, Health and Family Welfare Minister Sardar Md Sakhawat Hossain moved the “Smoking and Tobacco Products Usage Control (Amendment) Bill, 2026,” which was passed by voice vote. Following the conclusion of the session, the Speaker adjourned the House until 11am next Wednesday.
