The National Citizens’ Party (NCP) will officially announce its ‘New Bangladesh’ manifesto at the Central Shaheed Minar on Sunday, 3 August, outlining a sweeping reform agenda aimed at restructuring the country’s political, legal, and economic systems. .

The announcement was made through a post on the party’s verified Facebook page on Saturday morning, stating, “The manifesto for New Bangladesh will be announced at the Central Shaheed Minar tomorrow (August 3). We are meeting you at this historic moment.”

According to party sources, the agenda includes a proposal for a bicameral legislature with the formation of an Upper House to ensure broader representation beyond traditional party lines. The party also supports a constitutionally backed non-partisan caretaker mechanism to oversee elections and restore public confidence in the electoral process.

Key reform proposals include the establishment of a Truth and Reconciliation Commission to investigate political violence and forced disappearances since 2001, a decentralisation roadmap to empower local governments through legal and fiscal autonomy, and an economic model prioritising cooperatives, SMEs, and youth employment guarantees.

NCP is also expected to propose the formation of an Independent Defence Oversight Council to regulate civil-military relations and prevent the political misuse of state security forces. On civil liberties, the manifesto will include commitments to repeal the Digital Security Act, enact a whistleblower protection law, and establish a public broadcasting body independent of government control.

Education reform and the restoration of constitutional secularism also feature prominently, alongside a proposed National Charter of Citizens’ Rights aimed at protecting individuals from illegal detention, surveillance, and torture.

NCP had announced its plan to hold the programme at Shaheed Minar a month ago, with party leaders describing Sunday’s declaration as a milestone towards national renewal through political consensus and structural change.
