The National Board of Revenue (NBR) has reached a major milestone in modernising customs bond management.

From 1 January, all Utilization Permission (UP) services under customs bonds must be processed entirely online through the Customs Bond Management System (CBMS).

According to NBR sources, the use of CBMS software for all UP issuance and related services has become mandatory across the three customs bond commissionerates under NBR.

Manual applications and approvals are now completely discontinued.

CBMS was initially launched on 1 January 2025 to provide bonded warehouse licensees with an automated, paperless platform. The system allows industries to obtain UP for duty-free raw material imports online, in line with the regulations approved by the Customs Bond Commissionerates.

NBR highlighted that the fully digital process reduces both time and cost for businesses. It ensures faster, more transparent, and accountable service delivery while minimising manual intervention and paperwork.

Officials added that the system strengthens data storage, monitoring, and auditing of customs bond operations. They also expect a significant reduction in disputes and litigation related to bonds.

NBR believes that online UP services will particularly benefit export-oriented industries and bonded warehouse operators, boosting export trade and creating a more favourable investment climate.

Plans are underway to gradually bring all bond-related services under full automation to modernise and streamline customs administration.
