NBR forms committee to separate policy, management functions

The National Board of Revenue (NBR) has constituted a six-member committee to develop an operational framework for separating revenue policy formulation from revenue management functions.

Headed by Tax Administration and Human Resource Management member GM Abul Kalam Kaikobad, the committee includes Customs and VAT Administration member Farzana Afroz, Tax Audit Intelligence and Investigation member Md Alamgir Hossain, and Customs Audit, Modernization and International Trade member Kazi Mostafizur Rahman. Tax Legal and Enforcement Chief Coordinator Barrister Mutasim Billah Farooqui and VAT Policy member Md Abdur Rouf complete the panel.

The committee will collaborate with the Consultative Committee on Revenue Reforms to finalise an action plan. Subsequent consultations will be held with BCS (Tax) and BCS (Customs and VAT Excise) cadre representatives before presenting recommendations to the finance adviser.

This move follows a May 25 directive from the finance adviser’s office to operationalise the Revenue Policy and Revenue Management Ordinance 2025, which aims to transform NBR into an independent, specialized department. The newly formed body will coordinate all related activities to implement this structural reform.
