NBR expands ICD delivery list to ease port congestion

The National Board of Revenue (NBR) has approved an expanded list of import items for offloading, unstuffing, and delivery through private inland container depots (ICDs) and off-docks authorised by the Chattogram Customs House, raising the total number of such eligible items to 65.

In a press release issued on 23 July, NBR said the decision aims to ensure smooth import-export operations and reduce pressure on Chattogram Port, the country’s key maritime gateway.

According to the release, an additional 12 types of goods were approved for ICD delivery on 8 April 2025, followed by 15 more types on 17 July 2025, beyond the previously approved list of 38. The approvals were based on stakeholder requests and consultations with the Chattogram Port Authority and Chattogram Customs House.

“This move allows the 19 operational ICDs in Chattogram to be utilised to their full capacity, reducing port congestion and accelerating cargo clearance,” NBR said in the statement.

The revenue authority believes the updated list will enhance trade facilitation and contribute positively to Bangladesh’s economic growth.
