The Bangladesh Securities and Exchange Commission (BSEC) and the Dhaka Stock Exchange (DSE) have placed real-time surveillance and market monitoring at the centre of their regulatory agenda, as authorities step up efforts to curb manipulation and strengthen investor protection in the capital market.

The focus emerged at a meeting held Sunday at the BSEC headquarters in Agargaon between senior officials of the securities regulator and the DSE surveillance team, where both sides reviewed existing monitoring systems and discussed upgrades aimed at improving oversight of trading activity.

The discussions reflect continued regulatory concern over market integrity in a market where investors have long raised questions about irregular trading patterns and enforcement gaps, prompting repeated calls for stronger surveillance infrastructure.

BSEC said after the meeting that it emphasised the need to enhance real-time monitoring systems at the stock exchange level and align surveillance practices with international best standards to improve detection of suspicious transactions and potential manipulation.

Officials also reviewed the DSE’s ongoing surveillance measures and discussed further steps to strengthen data-driven monitoring tools and enforcement coordination between the exchange and the regulator.

The commission stressed that maintaining a transparent and accountable capital market depends on the ability to identify and address irregular trading activity in real time, rather than relying on post-trade enforcement alone.

BSEC also underscored investor protection as a central objective, noting that surveillance systems must evolve in line with increasingly complex market behaviour and trading strategies.

Acting BSEC Chairman Tanveer Habib Rahman led the commission’s delegation at the meeting, which was also attended by Commissioners Nahid Mahtab and Md Nafiz Al Tarik along with senior officials of the regulator.

The DSE side was represented by Managing Director Nuzhat Anwar and Acting Chief Regulatory Officer Mohammad Shafiqul Islam Bhuiyan, among other officials.

While no new regulatory measures or enforcement actions were announced, the meeting signalled a continued push by the regulator to prioritise surveillance-led oversight as part of efforts to reduce manipulation risks and improve market discipline.
