The Bangladesh Public Procurement Authority (BPPA) has launched field-level consultations across districts and upazilas to revise the Public Procurement Rules (PPR) 2008, reports BSS.
These consultations aim to collect feedback and recommendations from various stakeholders to ensure the revised rules are more effective and inclusive.
On 7 August 2025, two consultations were held in Rangpur district sadar and Saidpur Upazila. Md Kamal Uddin, Secretary of the Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, attended as the chief guest. BPPA Chief Executive Officer (Additional Secretary) SM Moin Uddin Ahmed attended as the special guest.
The Rangpur consultation took place at the conference room of the Office of the Deputy Commissioner, with Deputy Commissioner Muhammad Rabiul Faisal presiding. Md Ashraful Islam, Additional Divisional Commissioner (Revenue), also participated as the special guest.
Speaking at the workshop, IMED Secretary Md Kamal Uddin emphasized the need for updating PPR 2008 in line with amendments to the Public Procurement Act (PPA) 2006. He said, “We are revising the PPR 2008 to better align with the PPA 2006 amendments. Consulting all stakeholders is essential to gather feedback and recommendations from the grassroots level.”
BPPA CEO SM Moin Uddin Ahmed welcomed participants, explaining that the workshops were organized to share proposed revisions to PPR 2008 and gather opinions. He noted that the proposed changes were numerous and suggested it might be better to formulate a new PPR 2025 with approval from the adviser.
He also discussed the PPA 2006 (Amendment), which mandates the use of electronic Government Procurement (e-GP). He added that those wishing to conduct manual procurement for a limited period would need BPPA approval.
BPPA Director (Deputy Secretary) Shah Eyamin-Ul Islam presented the proposed amendments to PPR 2008, while BPPA Senior Programmer Muhammad Hafizur Rahman gave a presentation on e-GP.
Representatives from various procuring entities, tenderers, bankers, and civil society members attended the workshops, which were managed by the Bangladesh Center for Communication Programs (BCCP).
BPPA has already consulted with the Technical Working Group (TWG), selected public sector organizations (SPSOs), national procurement trainers, and representatives from different ministries regarding the PPR revision. Additional consultations with tenderers and women entrepreneurs are planned. BPPA aims to complete the revision process in two months, ensuring an inclusive and comprehensive approach.
