The Bangladesh Public Procurement Authority (BPPA) held a workshop on Wednesday to discuss proposed revisions to the Public Procurement Rules (PPR) 2008. The session, led by BPPA CEO and Secretary SM Moin Uddin Ahmed, focused on the new Public Procurement Rules, 2025.

Md Kamal Uddin, secretary of the Implementation Monitoring and Evaluation Division (IMED), attended the workshop as the chief guest.

The event, which included 30 women tenderers, was part of a series of BPPA workshops aimed at engaging stakeholders in public procurement reform.

During the workshop, BPPA Director Shah Eyamin-Ul Islam presented details of the proposed revisions. He highlighted suggestions from previous workshops, advocating for a complete overhaul of the PPR due to the large number of proposed changes.

The women tenderers raised several issues, including the quick release of tender security, further reductions in tender document fees, improved access to banking services, and simplified VAT and tax procedures.

BPPA’s CEO assured them that these concerns would be addressed with the Bangladesh Bank and the National Board of Revenue (NBR).

In a bid to support women and small enterprises, the BPPA has proposed allocating 20 percent of the operational budget for these groups in the revised PPR.

BPPA also committed to addressing delays in the release of tender security and improving e-GP help desk services.

The BPPA encourages women tenderers to use the Grievance Redress System (GRS) for submitting complaints and assures that any violations of tender requirements will be considered for corrective action.

The revisions to the PPR 2025 follow the publication of the Public Procurement (Amendment) Ordinance, 2025, and are expected to streamline public procurement processes in Bangladesh.
