ADP implementation slumps to record low in FY25

Development spending under the Annual Development Programme (ADP) dropped to its lowest level on record in the fiscal year 2024–25, with only Tk 1.53 lakh crore utilised from the revised outlay of Tk 2.26 lakh crore.

According to data released by the Implementation Monitoring and Evaluation Division (IMED), the execution rate for FY25 fell to just 67.85 per cent — a sharp decline compared to the previous year’s 80.63 per cent.

In FY24, the government had managed to implement Tk 2.05 lakh crore worth of projects against its revised allocation, indicating stronger budget performance than in the current fiscal.

Economists attribute the slowdown to the government’s austerity measures amid mounting fiscal constraints. A more cautious policy stance—aimed at curbing inflation and rebuilding macroeconomic stability—has also contributed to the restrained project spending, they observed.

The underwhelming implementation rate raises concern over bureaucratic inefficiencies, project delays, and limited institutional capacity, particularly at a time when development momentum is vital for economic recovery.
